Pollster and analyst John Zogby finds in our weekly White House report card that more Americans believe Barack Obama's agenda is finished, but the president's bid to go rogue and act without approval from Congress shows that he is not giving up the fight.

"No, it is not an 'F.' President Barack Obama's poll numbers have dropped, the public has lost confidence, more think his administration is finished than believe he can finish strong, and the nation is split as to whether they are proud or ashamed he is president. Of course I know all this -- they are from the most recent Zogby Analytics poll.

“And the Supreme Court just handed Obama another 5-4 defeat in the Hobby Lobby Obamacare case. (Could this make those younger women who decided to vote at the last minute in 2012 angry enough to come out to vote again in 2014?)

“Yet, 288,000 jobs were created in June and the unemployment rate is down to 6.1 percent, the lowest since September 2008. And May's new job figures were adjusted upward.

“Perhaps, of equal significance, Obama has decided to bypass Congress and act on immigration reform, infrastructure renewal, and other reforms by executive order. Constitutionally, that is a risky gambit -- but it reveals a president who is not going down without a fight. This 'extra credit' project is worth watching."
