In his weekly presidential report card, pollster John Zogby finds that President Obama proved ineffective on Syria, talks with the Russians, the economy and guns.

From Zogby:

"After a successful papal visit and frank conversations with the president of China, Mr. Obama focused his attention on the United Nations where he outlined U.S. support for Millennial Goals to eradicate poverty and hunger and had a strange sit down with Russian President Vladimir Putin. They talked about Syria and their competing objectives for the near-term future.

"The U.S. president has been lambasted for looking weak as Russia proceeded to launch heavy airstrikes to support an ugly regime the U.S. opposes. They agreed that [the Islamic State] needs to be contained and stopped but have radical differences on how to achieve this. No one knows what they agreed on but Mr. Obama's hands are tied. Opponents talk tough about U.S. action in Syria. But what kind? Toward what end? What is success and how do you know if you have succeeded? Stop [the Islamic State] by talking tough and putting boots on the ground? And now the Taliban threatens Afghanistan in a big way.

"With still another mass killing for him to address, an angry president expressed frustration and anger over his own powerlessness.

"Job growth continued sluggishly last month.

"Serious problems this week."
